This clearing is a flood control mechanism to prevent a lake's flood dam from collapsing. If the lake overflows to within 10 feet of the top of the dam, it sweeps across this clearing and around the dam. A common design for man-made lakes in this mountain range, which are typically built to stabilize the water supply for the valley below.
